Providing Appraisal Related Services for Eminent Domain Acquisitions Since 1985
Mr. Meeks prepared appraisals for eminent domain assignments for six years in the Central Florida area before becoming a Review Appraiser for FDOT District Five in 1993. He reviewed hundreds of appraisals with complex and simple acquisitions while acting as a Review Appraiser for 18 years. In 2011 he became the Appraisal Administrator for District Five where he supervised up to 7 Reviewers and one support person, and directed the contracting of consultant appraisers and engineers for the District’s work program.
In March 2014 Mr. Meeks began as Senior Right of Way Manager for URS (now AECOM). In this role Mr. Meeks provided Cost Estimates, Design Support, Appraisal Review, and Project Management services. In addition, he supervised consultant acquisition and administrative support staff in the District Five offices. Mr. Meeks is now owner of Present Value Services in Deleon Springs, Florida where he is offering the same appraisal and appraisal related services.

Services
Appraisal
Mr. Meeks can provide valuations for simple or complex acquisitions that adhere to the Uniform Standards of Professional Appraisal Practice (USPAP) and the Florida Department of Transportation's Supplemental Standards (FSS).
Project management
Prior to leaving FDOT in Deland, Mr. Meeks was the Appraisal Administrator for the District. In that capacity, he supervised up to seven Review Appraisers, and was responsible for all contracting of fee appraisers and appraisal support services. At AECOM, Mr. Meeks supervised a staff of eight providing appraisal, cost estimates, design support, appraisal review, acquisition, and right of way support functions. Using his experience, Mr. Meeks can manage a project from beginning to end providing an accurate and timely result.
Appraisal Review
Mr. Meeks functioned as a Review Appraiser for FDOT for over 18 years, and has extensive experience working with appraisers, engineers, and attorneys in Standard 3 reviews that assist in providing the best and most defensible offer to property owners.
Design support
Mr. Meeks works closely with design engineers to facilitate the best, and cost effective road design. This is accomplished by understanding the connections between real estate value, design constraints, and legal requirements.
Cost Estimates
Mr. Meeks has developed and used a Cost Estimating program that can be tailored to each client specifications. The result is an accurate budgeting tools to assist governmental entities in planning and design efforts.
Software development
Mr. Meeks has developed a number of management tools to assist in Cost Estimates, Business Damage Tracking, Appraisal and Review Scheduling, and Management Tracking. These can be custom designed for each client.
